Cape Fox Facilities Services is seeking an experienced Facilities Planning Manager. The Facilities Planning Manager will independently provide support services to satisfy the overall operational objectives of the Office of the Director, Office of Research Facilities. Provide project management services in DDCM/CDCB to design and construction projects regarding upgrade of major electrical infrastructure within an occupied healthcare research facility. Serve as a consultant to government project officers and contractors; provide expert advice for the successful completion of projects ranging from five to fifty million dollars. Perform reviews of contract documents, design and construction documents, contract submissions, including shop drawings, as-built drawings, control submissions, request for information (RFI), testing and commissioning. Provide expert advice to senior project officers to help develop Statements of Work, evaluate site conditions, and advise on design construction, and project delivery methodology. Work with architects, engineers, and other division and branches to develop schematic designs, design development, and construction documents to comply with NIH Design Requirements Manual (DRM), NIH Facility Development Manual, and full compliance with all applicable codes. Prepare and review feasibility studies, special reports, and investigations on problems related to building electrical systems, related needs, and mitigation solutions to repair or replace the deficient systems. Maintain state-of-the-art knowledge in electrical engineering, current codes, and standards, in order to apply current technology to policies in development; use national codes and standards extensively to perform duties and justify decisions. Translate highly complex technical information into simple terms that can be presented to upper level management. Develop plans and specifications for various high dollar value and NIH mission critical projects. Perform site inspections to observe and report on construction site compliance with The Joint Commission (TJC) requirements; provide recommendations and resolutions to resolve any site violations or deficiencies
